Rinse the rice thoroughly under cold running water until the water runs clear. Drain well. In a medium saucepan, combine the rinsed rice with 500ml of water. Bring to a boil over medium-high heat, then reduce heat to low, cover, and simmer for about 15 minutes, or until most of the water is absorbed and the rice is tender but still holds its shape. Avoid overcooking at this stage.

Pour the milk into the saucepan with the partially cooked rice. Add the cinnamon sticks. Stir gently to combine. Bring the mixture to a gentle simmer over medium-low heat. Do not boil vigorously. Cook, stirring frequently to prevent the rice from sticking to the bottom of the pot, for about 25-30 minutes. The mixture should thicken slightly, and the rice should become very tender and creamy. The liquid will reduce.

Stir in the sweetened condensed milk and the raisins (if using). Continue to simmer gently, stirring constantly, for another 5-10 minutes, allowing the flavors to meld and the pudding to reach your desired creamy consistency. The pudding will thicken further as it cools.
