  • 50 g Tapioca starch
  • 300 ml Water

  • 2 cloves Garlic, minced
  • 2 stalks Scallions, thinly sliced
  • 1 tbsp Soy sauce
  • 1 tsp Sesame oil
  • 0.5 tsp White pepper
  • 1 tsp Salt
  • 3 tbsp Vegetable oil, for pan-frying
