- 1 large Garlic(Minced)
- 4 cloves Ginger(Peeled and grated)
- 1 inch piece Cinnamon stick(About 2 inches)
- 750 ml Cloves
- 1 piece Cardamom pods(Lightly bruised)
- 4-5 pods Nutmeg(Freshly grated or ground)
- 3-4 pieces Coriander seeds(Toasted and ground)
- 1 piece Cumin seeds(Toasted and ground)
- to taste Lemongrass(Bruised, only the bottom white part)
- for topping Bay leaves
- for garnish Chicken or Lamb Broth(Or water)

Prepare the Aromatics: In a saucepan or pot, heat the ghee or butter over medium heat. Add the sliced shallots and sauté until softened and translucent, about 5-7 minutes. Add the minced garlic and grated ginger, and cook for another minute until fragrant, being careful not to burn them.

Bloom the Spices: Add the cinnamon stick, whole cloves, bruised cardamom pods, grated nutmeg, ground coriander, and ground cumin to the pot. Stir continuously for about 1-2 minutes until the spices are fragrant. If using meat, add the lamb or goat cubes now and sear them on all sides until lightly browned.

Build the Broth: Pour in the chicken or lamb broth (or water), whole milk or coconut milk, bruised lemongrass, and bay leaves. Add the salt. Stir everything together and bring the mixture to a gentle simmer. Let it simmer for about 10-15 minutes to allow the flavors to meld. If you are not using meat, you can skip the searing step and add the meatless broth ingredients directly.

Cook the Rice: Add the washed and drained basmati rice to the pot with the simmering broth. Stir gently to combine. Ensure the liquid level is about 1-1.5 cm (about half an inch) above the rice. If needed, add a little more broth or water. Bring the mixture back to a boil, then reduce the heat to the lowest setting, cover the pot tightly, and let it simmer for 15-20 minutes, or until the rice is almost cooked and the liquid is absorbed.

Steam the Rice: Once the rice has absorbed most of the liquid, remove the pot from the heat. Let it stand, covered, for another 10 minutes. This steaming process allows the rice to finish cooking evenly and become fluffy. If using a rice cooker, transfer the rice and liquid mixture to the rice cooker pot and cook according to the manufacturer's instructions, adding the meat during the last 5-10 minutes of cooking if using.

Serve: Fluff the cooked rice gently with a fork. Remove the cinnamon stick, cloves, cardamom pods, lemongrass stalk, and bay leaves before serving. Garnish with raisins and fried shallots, if desired. Nasi Kebuli is traditionally served hot.
