Sauté Aromatics: Heat the vegetable oil in a large skillet or pot over medium heat. Add the minced garlic and chopped onion, sautéing until fragrant and the onion is translucent, about 2-3 minutes.
â±ïž 10 minutes - 2
Brown the Meat: Add the ground meat to the skillet. Break it apart with a spoon and cook until it's no longer pink and has browned. If there's excessive grease, carefully drain most of it.
â±ïž 5 minutes - 3
Add Tomatoes and Seasonings: Stir in the chopped tomatoes (or crushed tomatoes) and cook for about 3 minutes, allowing them to soften. Add the soy sauce, fish sauce (if using), and water or broth. Bring the mixture to a simmer.
â±ïž 10 minutes - 4
Incorporate Vegetables: Add the diced potatoes and carrots to the pot. Stir well, then cover and let it simmer for about 10-15 minutes, or until the vegetables are beginning to soften.
â±ïž 2 minutes - 5
Add Remaining Ingredients: Stir in the green peas, diced bell pepper, and raisins (if using). If using tomato paste and sugar, add them now. Mix everything thoroughly.
â±ïž 20 minutes - 6
Simmer and Thicken: Continue to simmer, uncovered, for another 10-15 minutes, or until the vegetables are tender and the sauce has thickened to your desired consistency. Stir occasionally to prevent sticking.
â±ïž 5 minutes - 7
Season and Serve: Taste the giniling and adjust seasoning with salt and black pepper as needed. Serve hot, typically with steamed white rice.

- âFor a richer, thicker sauce, add a tablespoon of tomato paste along with the tomatoes in step 3, or stir in a teaspoon of sugar in step 5 to balance the acidity of the tomatoes.
- âCut the potatoes and carrots into uniform sizes to ensure even cooking.
- âThis dish is excellent for meal prep as the flavors meld and deepen overnight.
