Omani Paplou Fish Stew

- 2 inch piece Fresh ginger(peeled and thinly sliced)
- 1 small Jalapeno or Serrano chili(minced (optional, adjust to taste))
- 1 medium Potato(peeled and diced)
- 1 medium Carrot(peeled and diced)
- 1 medium Plum tomato(cored and diced)
- 1 whole Dried lime (Loomi)(pierced with a knife)
- 2 cups Water
- 0.75 tsp Turmeric powder(divided)
- 0.25 tsp Ground black pepper
- 0.125 tsp Cayenne pepper(optional, for extra heat)
- 1 tsp Salt(or to taste)
- 0.5 cup Fresh cilantro(chopped, plus more for garnish)
- 1.5 cup Fresh lime juice
- 2 cups Basmati rice(cooked, for serving)
- 1 tbsp Ghee or oil(for toasting rice)
