- 4 cloves Garlic(minced)
- 1 medium Red bell pepper(chopped)
- 1 medium Green bell pepper(chopped)
- 14.5 oz Tomatoes(diced, undrained)
- 6 cups Fish or seafood stock
- 0.5 cup Dry white wine
- 0.25 tsp Saffron threads
- 1 large Bay leaf
- 0.25 cup Cilantro(chopped, for garnish)
